Overview

In 2019, the Hong Kong government investigated over 1,000 cases of multiple patients experiencing redness and swelling after receiving counterfeited human papillomavirus (HPV) vaccines. Around the same time, authentic vaccines were parallel imported to neighbouring countries where supply was scarce. These vaccines bypassed local regulatory checks and proper cold chain storage - thereby, threatening patient safety. This resulted in eroding trust in HPV vaccines and cast a shadow of doubt over the authenticity of cervical vaccines. In a 2022 eZTracker survey, 91% of Hong Kong consumers placed importance on verifying vaccines and medicine, but among them, more than half were not confident in how to carry out the actual verification.
